Opioid Settlement Funds
Overview
In 2022, the Michigan Legislature passed MCL 12.253 which created the Opioid Healing and Recovery Fund into which roughly half of all opioid settlement funds (OSF) directed to the state of Michigan are housed.
In FY25, MDHHS allocated $1 million to CMHPSM to allocate towards the following expenses to be spent prior to September 30, 2025:

Funding Award Process
In January 2025, CMHPSM communicated information to current CMHPSM contracted providers about FY25 Healing and Recovery Funds. Due to the need for a rapid turnaround in planning and distribution, any interested and eligible organization in the region was asked to complete a brief Healing and Recovery Fund request document.
The request document included information about allowable expenses and funding requirements and requests for information on organization needs, cost, how the organization will ensure sustainability and meet the implementation timeline (9/30/25).

CMHPSM received 16 funding requests. CMHPSM created a scoring rubric to review submissions and scored each submission against regional priorities.

CMHPSM also received approval from MDHHS to utilize Healing and Recovery funds to cover funded programs that received a cut in ARPA due to the federal and state stop work order. The purpose being to allow providers time to work toward sustainability of programming on such short notice of funding ending. The CMHPSM Regional Board approved $250,000 until the end of June, so there was time to determine the next steps for these agencies and the HRF overall allocations.
