The CMHPSM follows its own Procurement Policy and utilizes the MITN competitive solicitation site for all competive procurement measures.

RFP#2025A Prevention

The CMHPSM is requesting proposals from interested organizations providing substance use prevention programs in the Region 6 counties of Lenawee, Livingston, Monroe, and Washtenaw. Programs must utilize the Substance Abuse and Mental Health administration’s (SAMHSA) Strategic Prevention Framework (SPF) and implement high-quality, evidence-based interventions targeted to multiple sectors within a community. The SPF is an outcome-based, data-driven, population-level approach to substance abuse prevention planning. SPF includes five steps: assessment, capacity, planning, implementation, and evaluation. All five steps in the SPF process must be conducted in a culturally competent manner and with a goal of sustainability.

RFP#2025B Prevention Coalitions

The CMHPSM is requesting proposals from interested prevention coalitions in the Region 6 counties of Lenawee, Livingston, Monroe, and Washtenaw.  RFQ#2025C DYTUR

The CMHPSM is requesting quotes for a Designated Youth Tobacco Use Representative (DYTUR) in the Region 6 counties of Lenawee, Livingston, Monroe, and Washtenaw. The DYTUR will conduct associated mandated activities in the region, as required by the Synar Amendment and the Youth Tobacco Act. The federal Synar Amendment requires enforcement of underage access laws to a degree that reasonably can be expected to reduce the illegal sale of tobacco products to individuals under the age of 21.

RFP#2025D Strategic Initiatives

The CMHPSM is requesting proposals from interested organizations that provide substance use treatment, harm reduction and/or recovery services in the Region 6 counties of Lenawee, Livingston, Monroe, and Washtenaw. Services can include but are not limited to anchor institutions, collaboration with justice systems, engagement centers, integrated care/treatment models, peer outreach and recovery services, programs addressing emerging substance trends, recovery support programs, recovery housing, and youth outreach.
